The Rogue Process CPU Alert

Function:
To detect if a single process is consuming too much CPU resource.
Description:
If a single process is consuming more than threshold percent of the available CPU resource, an alert will be triggered. Sometimes a process can have an internal error, causing it to go into an infinite loop and consume lots of CPU resource. These processes will cause an alert to be generated.
